Mr. Flannery has been involved in the fire service for nearly 40 years. His career began with the Oakland Fire Department in Bergen County , New Jersey. During his 15 years as an active firefighter with them he held the positions of Lieutenant, Training Officer, Rescue Squad officer, fire inspector, and was active in the department dive team. From there he became a Fire Instructor at the Bergen County Police and Fire Academy, first as part-time and ultimately being promoted to a full-time Senior Fire Instructor. During that time he was involved in overhauling the fire academy training program and was a member of a team that worked to get college credit for the fire academy's training courses. His next assignment was as Director of the newly established Middlesex County Fire Training Center in central New Jersey. During his tenure there he developed fire training curriculum that included a state certified firefighter 1 course. He also developed training standards for the instructional staff and academy and with his staff got the 20 acre fire academy operational with in 1 1/2 years after it inception.
His next endeavor was as a consultant in fire service training. During this time he was involved with New Jersey Division of Fire Safety in developing and presenting instructor training course throughout New Jersey. During this time he delivered course in 18 of the 21 counties in New Jersey.
His most recent involvement in fire training has been on an academic level. For nineteen years he has been an adjunct professor at John Jay College of Criminal Justice in the fire science curriculum. During this time he has developed and taught course in undergraduate and graduate programs, been an advisor for a off-campus program at the FDNY's training academy at Randall's Island, and an online course advisor for the Fire Science Division in the Department of Public Management. During this period he has become involved in online training instruction and development. He has recently retired from his faculty positions at Passaic County Community College and Warren County Community College. At Warren County Community College he along with other faculty developed the first ever Emergency Services A.A.S. degree program in New Jersey, as well as teaching classes in criminal justice.
He was also involved in training on a local level at the Hunterdon County Emergency Services Training Center and the Warren County Fire Academy.
Mr. Flannery has authored various articles fire Fire Engineering Magazine and the I.S.F.S.I. magazine The Voice on fire service training. He just authored the Instructor Guides for the Fire Engineering's Handbook for Firefighter I and II, well as co-authoring three chapters in the book.
He holds certifications in New Jersey as a Fire Official, Level 2 Fire Instructor, Level 3 Incident Management, Fire Officer Level 1, and is trained as a NIMS/ICS instructor up to ICS-400. He holds a Master of Science degree in Protection Management from John Jay College of Criminal Justice/CUNY and a Bachelor of Science degree in Fire Service Administration from Empire State College/SUNY. He has been involved with the New Jersey State Fire Commission's Training and Education Advisory Council for nearly 22 years.
